and they are not even in washington yet. >> is that january 1st deadline set in stone? are they locked into it? must it happen? presumably you have a couple of days for people in different bits of government are signing the relevant paper work to do what they have to do with the rate of tax people pay. >> there is an immediate payroll tax hike for americans as soon as the new year begins. people see a deflation in their budgets unless the process can be reversed and the spending plans are agreed upon. this is a militarily misleading term. this is a slope or a slide. these are tax increases and spending cuts that were involved and will be felt over a couple of months and so will their economic impact. if this happens and the fiscal cliff is not averted, america will go into recession immediately, that is not the case. there is the government demand over coming months which has the potential to have a recession of 2013. if taxes go up, they may cut back on their spending. this is likely to have a damaging effect. >> you will keep us posted. it has been a bleak midwinter across the u.s.. this has broug

in washington. >>> some breaking news. late word that president obama will meet tomorrow with congressional leaders for one more shot at keeping the country from going over the fiscal cliff. before we get the latest on that, though, let's clear one thing up. everyone talks about the cliff as if it's simply materialized from out of the blue. keeping them honest, that is just not so. the package of drastic budget cuts and tax increases that go into effect tuesday morning are totally manmade and totally avoidable and all sides know it. it's a kind of legislative dooms day machine written by the men and women who work here and signed by president obama. the idea being to make it so painful not to cut a deal on taxes and spending that they would be forced to cut a deal on taxes and spending. except keeping them honest, they haven't done it. even though they knew the stakes, they knew the deadline, and both sides promised that this time things would be different. >> we need to return to fiscal responsibility. >> how is it that we're going to be able to do that? getting our fiscal house in order.

of the james stewart goes to washington. if we're going have filibuster, i think we should have those rules in place, what we do need do is change it so that mr. smith stays on the floor during the filibuster. it doesn't just run time against the senate and go to senate forum calls for indefinitely periods of time while waiting for the time frame to go so you can the vote. it doesn't make any sense to do that. if somebody feels strongly enough they want to bring the senate to a halt, they should be willing to stay there on the floor and explain why or -- i think it will be self-sort of self-enforcing that people will be less likely to file a filibuster as often as they have been through the record. the number of filibusters filed over the last two or three or four years super creeds anything in the past. if they can't work together, can't get anything done, and look one of the -- one of my staffers wants the senate to be docked pay for quorum calls. it's points well made. >> c-span2 viewers would appreciate that. >> absolutely. >> any other senate rules or proceedings that you think need re
